The headlights and fog lamps share a ground, but each side has a distinct ground, ensuring that a failure on one side does not affect the other. Do you confirm that the relay is functioning properly and supplying electricity to the lights? If I were to speculate, I would suggest examining the light switch itself. Is the fog lamp indicator illuminating on the instrument cluster when activated?
